Seeking the Truth - The UK Post Office Scandal

Keynote Speakers: Ron Warmington, Lead Investigator to the UK Post Office Scandal and Lee Mauger, Second Sights Director - New Zealand & Australia Subsidiary

Join us for an insightful and compelling keynote presentation by Ron Warmington, Lead Investigator at Second Sight Investigations, as he shares the inside story of one of the UK's most significant forensic investigations - the Post Office Horizon scandal.

In 2012, Second Sight was appointed by UK Members of Parliament to investigate claims that the Post Office's 'Horizon' computer system was generating false branch shortfalls, forcing sub-postmasters to pay for these discrepancies and even face prosecution. Despite intense pressure to halt the investigation, Second Sight's team uncovered the truth, bringing this unjust situation to light. The case gained international attention, notably after the release of the ITV drama Mr Bates vs the Post Office and its accompanying Real Story documentary.

This is Part 1 of a two-part series. Part 1 will cover the investigation process and uncover the initial findings. In 2026, Part 2 will explore the inquiry's outcomes in greater detail, offering both internal insights and perspectives from some of the UK Postmasters on the scandal's aftermath.

Ron Warmington
Chairman - Second Sight Investigations

BANKING, INVESTMENT & FRAUD MANAGEMENT

Ron is a Certified Fraud Examiner and a member of the ACi (Association of Corporate investigators). As Global Head of Banking Investigations at Citibank, directing over 100 investigators dealing with cases in over 100 countries, and as its Head of Security for EMEA, Ron has dealt with every type of fraud and every other form of corporate embarrassment and loss. Under his leadership, Citibank's fraud-related asset recoveries routinely exceeded USD 100 million p.a. Ron's team at GE Capital developed a Global Fraud Management Programme that materially increased Corporate profits by slashing fraud-related (and credit-related) losses. Exceptional Returns on Investment were achieved by designing and deploying highly effective / efficient preventive and detective measures. In 2006, Ron flagged up the impending sub-prime / CDO crisis and predicted the Global Financial melt-down. With extensive experience in Internal Audit; Banking; Systems Design; Process Repair and Business Management (including 8 years as CFO of Citibank's Global Asset Management Business) and a highly successful period as a CFD Trader, Ron has consistently shown that he has the skills, the personality and the drive to deal with the most challenging situations. Between 2012 and 2015, Ron's company 'Second Sight' established the causes of mysterious shortfalls in branches of the Post Office, revealing what has been described as the country's worst ever miscarriage of justice.

Lee Mauger
Director - New Zealand & Australia Subsidiary

GOVERNANCE - RISK - ARCHITECTURE

Lee has over 25 years of experience leading complex technology & business transformations across banking, payments, public sector, fund management, unit pricing & tax. These programmes of work have often required 'architectural archaeology' of existing legacy systems and business processes with a strong focus on ensuring the risks of change are clearly articulated and well understood at all levels. Lee now applies this experience to assist governance bodies and organisations develop early warning indicators for complex programmes and operations which have a strong technology dependency. The painstaking work that Second Sight undertook to reveal the underlying issues at the Post Office in the UK now serves as the most powerful case study globally of how things can escalate if issues are not discovered and acted upon early. Lee was born in Guernsey and attended university in England (BSc Mathematics and MBA), before emigrating to New Zealand in 2006. He now leads our New Zealand & Australian businesses. He has previously held roles as General Manager at the largest bank in New Zealand (covering Architecture, Human Centered Design and Innovation), Chief Transformation Architect for a big 4 consultancy firm and sat on the board of an innovative financial services startup in New Zealand to provide technology expertise.
